Overview

Windsurf is the agentic AI IDE originally built by Codeium and, as of June 2, 2026, rebranded and shipped as Devin Desktop under Cognition (makers of Devin). Same product lineage: a VS Code–compatible editor with multi-file agents, unlimited Tab/Supercomplete-style completions, and deep codebase context—now framed as the desktop command center for local and cloud coding agents.

Ownership path that matters for buyers: in July 2025 Cognition acquired Windsurf’s IP, product, trademark, and remaining team after a chaotic 72-hour stretch (OpenAI’s reported acquisition talks lapsed; Google DeepMind reverse-acqui-hired Windsurf’s CEO and key researchers). Self-serve individual and team pricing is published on devin.ai/pricing and mirrored on the Devin Desktop product page. Official docs state the June 2026 rebrand did not change plan prices. In March 2026 Windsurf moved self-serve from a credit model to daily/weekly usage quotas (with paid overage at API pricing)—this remains the core metering model under Devin Desktop.

Usage refreshes on daily and weekly windows on paid plans; Cognition states most users stay within included quota, with optional top-up at API pricing when they do not. Enterprise may still use legacy prompt-credit contracts or newer ACU (Agent Compute Unit) metering—confirm on your contract and the plans/usage docs.

Verify before buying: Pricing pages and docs update often. Treat $20 Pro / $200 Max / Teams seat numbers above as the public ladder as of mid-2026 on official Devin pricing pages—not a guarantee of future list prices.

Limits & gotchas

• Quota opacity after the March 2026 change — Community threads (r/windsurf) complained that model cost is shown as vague $–$$$ symbols and that weekly allowance burns quickly on frontier models; plan for Max or API top-ups if you run long agent loops all day.
• Cascade → Devin Local migration — Cascade was EOL July 1, 2026. CI scripts, workflows, or docs that hardcode “Cascade” need to point at Devin Local; interactive editor migration is automatic, named automation is not.

Buy it (or stay) if you value Agent Command Center + Devin Local/Cloud + ACP multi-agent hosting under one plan ladder starting at $20/month Pro. Re-check quotas, MDM rename, and Cascade automation if you are mid-migration. If your priority is predictable cost on frontier models or maximum editor polish alone, run a week-long bake-off against Cursor and Claude Code on the same repo before standardizing—community churn after 2025–2026 ownership and pricing shifts is real, even as the product remains competitive on multi-agent features.
